Looking back on the "Thirteenth Five-Year Plan" Fujian Basic Education
During the "Thirteenth Five-Year Plan" period, the province’s basic education system has always adhered to the fundamental task of cultivating people by virtue, closely focused on the theme of promoting fairness and improving quality, and strived to achieve the goal of "learning from school" to "learning from school". The main development indicators of the province’s basic education have remained at a high level in the country. In 2020, the enrollment rate of school-age children in the province for three years before school, the consolidation rate of nine-year compulsory education and the gross enrollment rate in senior high school will reach 98.81% and 99.36 respectively. Compared with 2015, it increased by 1.52, 1.16 and 3.23 percentage points respectively, and the enrollment rate of school-age disabled children and adolescents reached over 99%, successfully completing the planning objectives and tasks.
Grasp development and promote fairness
New achievements have been made in popularizing universal benefits in preschool education.
We will continue to implement the pre-school education action plan and implement the construction of public kindergarten projects run by the provincial party committee and the provincial government. The three-year enrollment rate of pre-school education and the number of children per 10,000 population have been in the forefront of the country for more than ten years. The proportion of children in public kindergartens is 54.52%, and the inclusive rate is 92.18%. The coverage rate of demonstration pre-school education resources at all levels in the province exceeds 40%.
New progress has been made in the balanced development of compulsory education
In 2016, the seventh province in China fully realized the basic balanced development of county compulsory education. On this basis, we will continue to improve the standardization of compulsory education, and 100% of small-scale rural schools in the province will meet the provincial standards. It is the first in the country to start the construction of management standardization schools in an all-round way, and more than 57% of compulsory education schools have passed the management standardization assessment. The proportion of large classes in compulsory education dropped to about 0.4%, down 6.3 percentage points from 2015, and the oversized classes were completely eliminated. The proportion of migrant children attending public schools reached 92.8%. Pay close attention to the control of dropping out of school to help get rid of poverty, and 100% of school-age children from poor families in the province have been persuaded to return to school.
High-quality characteristics of ordinary high schools achieve new breakthroughs.
During the "Thirteenth Five-Year Plan" period, a total of 70 high schools reached the standard and advanced, with 90% of public high schools reaching the standard level and above, 91% of students in high schools reaching the standard level, 30% of high schools reaching the standard level at the provincial level and 44% of students in high schools reaching the standard level at the provincial level. Select and cultivate 44 demonstration high schools, and increase the cultivation of characteristic schools and projects.
Special education for disabled children has reached a new level.
We will improve the enrollment ledger of disabled children and implement the "one person, one case" classified education and resettlement, and the enrollment rate of disabled children will reach the highest level in history. We will fully implement the policy of "four exemptions and two subsidies" for disabled students from preschool to senior high school (tuition and miscellaneous fees, textbook fees, exercise books, accommodation fees, and subsidies for boarding students’ living expenses and transportation expenses). In 2020, the average public funds for special education students will reach 9,500 yuan, and the boarding students’ living allowance will be 3,000 yuan, so that disabled students can enter school with bags.
Grasp reform and improve quality
The teaching opening system has been gradually improved.
Since 2017, there have been 33 teaching opening activities at the provincial level, 67 schools have been hosted, and about 70,000 teachers have participated in the observation and discussion, effectively building a communication platform for teachers in the province to show themselves, learn from each other and improve together.
High-quality resource clusters have initially taken shape.
At the provincial level, we selected 23 experimental zones for the reform and development of basic education, 424 kindergartens for the reform and construction of guaranteed education, 978 schools for the demonstration of compulsory education reform, 99 high school curriculum reform bases, and 67 high-quality subject curriculum construction projects, forming a new pattern of education and teaching reform that combines point with area and cultivates at different levels.
The cultivation of teaching achievements has shown results.
At the provincial level, a teaching achievement selection and promotion system was established, and the second national basic education teaching achievement award was evaluated, winning 21 items, nearly quadrupling the first one, ranking fifth in the country and 21 percentage points higher than the national average. Gulou District and Nan ‘an City were selected as demonstration areas for the popularization and application of outstanding teaching achievements in basic education of the Ministry of Education.
Smooth implementation of the new curriculum in ordinary senior high schools
Print and distribute the implementation plan of the new curriculum reform in ordinary high schools, revise and improve the academic level examination and comprehensive quality evaluation system in ordinary high schools, and promote the reform of educational methods. Three schools, including Sanming City and Sanming No.9 Middle School, were selected as national demonstration zones and demonstration schools for the implementation of new courses and textbooks in ordinary high schools.
Grasp governance and increase efficiency
The reform of management mechanism continued to deepen.
We will continue to promote reforms such as district management, "entrusted management" of weak schools, group-run schools, and precise assistance. The number of school groups has expanded to 133, involving 380 schools. The "entrusted management" pilot of weak schools in rural areas covers 590 rural compulsory education schools and benefits 208,500 students; Establish a precise assistance mechanism for kindergartens (classes) attached to small-scale schools in remote rural areas to achieve full coverage and no dead ends.
The fairness of enrollment has been gradually promoted.
Formulate and issue the "Implementation Opinions on the Reform of Entrance Examination System for Senior High Schools in Fujian Province" to promote the smooth transition of the reform of the senior high school entrance examination. Adhere to the policy of allocating high-quality ordinary high schools to rural junior high schools and junior high schools in urban areas with no choice of students at least 50% of the total enrollment plan. We will fully implement the simultaneous enrollment policy for citizens’ compulsory education, and the enrollment of "computer lottery" in private schools will be fully promoted.
After-school service, quality improvement and expansion
Guidance on after-school service for primary and secondary school students was issued earlier in the country, and pilot work on after-school service for primary and secondary schools was deployed. In 2020, there will be 2,126 primary and secondary schools providing after-school services in the province, with 993,000 students participating. The service items and methods will be continuously optimized, effectively relieving parents’ worries.
Dare to be true in reaching the standard evaluation.
We will revise the evaluation standards and methods for senior high schools that meet the standards in Fujian Province, improve the regular re-evaluation and dynamic management mechanism for senior high schools that meet the standards, and effectively guide schools to return to the connotation of running schools. Provincial-level re-evaluation of first-class high schools, a total of 39 high schools have been rectified or downgraded within a time limit, so as to achieve real progress and promote improvement, and the social response is positive.
