2. Investigation Report on Continuing to Increase Policy Support to Promote the Revitalization and Development of Dabie Mountain Revolutionary Old Areas.

In November, 2016, the research team of Chinese People’s Political Consultative Conference Proposal Committee went to Anhui, Hubei and Henan provinces to track and supervise the key proposal of "Strengthening policy support and promoting the revitalization and development of Dabie Mountain area" at the Fifth Session of the Eleventh Chinese People’s Political Consultative Conference.

3. Report on the Supervisory Investigation on Reducing the Cost of Enterprises in the Real Economy and Promoting the Structural Reform of the Supply Side.

From September to October, 2016, the Economic Commission of Chinese People’s Political Consultative Conference conducted a supervisory survey on the topic of "Reducing the cost of enterprises in the real economy and promoting structural reform on the supply side". The research team went to Guangxi and Chongqing to carry out field research, and conducted written research in six provinces and cities of Tianjin, Zhejiang, Shandong, Hubei, Guangdong and Shaanxi.

The research team believes that all localities have conscientiously implemented the spirit of the CPC Central Committee and the State Council, and implemented policies and measures to reduce enterprise costs, which have achieved initial results. However, there are still some difficulties and problems, such as the heavy task of reducing taxes and clearing fees, the high expenditure other than interest in the actual financing expenses of enterprises, the "last mile" problem of decentralization, the gap between the effects of some policies and expectations, and the imperfect statistical monitoring index system related to enterprise costs.

4. Investigation Report on Industrial Transformation and Upgrading in Three Northeast Provinces

On the basis of holding a symposium, the special group of "Industrial Transformation and Upgrading in Three Northeast Provinces" of Chinese People’s Political Consultative Conference Economic Commission went to Liaoning, Jilin and Heilongjiang to carry out field research around this topic in March and April of 2016.

The research team believes that the three northeastern provinces have conscientiously implemented the spirit of the CPC Central Committee and the State Council, and achieved remarkable results and phased results in revitalizing the old industrial bases in Northeast China. However, the industrial transformation and upgrading is characterized by a painful period of structural adjustment, a period of transformation of old and new kinetic energy, a period of prominent contradictions, and a critical period of deepening reform. It faces "five intertwined" difficulties and contradictions, which are highlighted by the serious lag of state-owned enterprise reform, arduous task of de-capacity, inactive scientific and technological innovation system, low level of economic extroversion and partial financial support.

The research team believes that the development of high-end CNC machine tools and industrial robots in Guangdong Province has the characteristics of large market demand, high technology content, strong driving effect and good economic benefits, but it faces the problems of weak core competitiveness, low technical level, low products in the low-end and low market share. 6. Investigation Report on Improving China’s Natural Forest Protection System and Strengthening the Protection and Restoration of Forest Ecosystem

In order to further improve the natural forest protection system and strengthen forest ecological protection and restoration, from the end of June to the beginning of July 2016, the research team of the Population, Resources and Environment Committee went to Heilongjiang and Jilin provinces for investigation.

The research team believes that the implementation of the national natural forest protection project in key state-owned forest areas such as Northeast China has achieved remarkable results, but it is still necessary to continue to improve China’s natural forest protection system and strengthen the protection and restoration of forest ecosystems, especially after the comprehensive suspension of logging.

The research team believes that solving the predicament of key state-owned forest areas such as Northeast China must be considered simultaneously with the revitalization of old industrial bases such as Northeast China. The research team believes that in recent years, the overall water quality of the lake has remained good, but its ecological environment is extremely fragile. We must attach great importance to the problems such as the unsatisfactory ecological and environmental protection management system, insufficient infrastructure allocation, the accelerated development of surrounding economic activities dominated by tourism, and the need to improve the guarantee mechanism such as ecological compensation.

8. Investigation Report on Promoting Innovation and Entrepreneurship Education in Colleges and Universities

10. Investigation Report on Accelerating the Development of Sports Industry

In order to promote the implementation of the State Council’s "Several Opinions on Accelerating the Development of Sports Industry and Promoting Sports Consumption" (hereinafter referred to as "Opinions"), the Education, Culture, Sports and Health Commission of Chinese People’s Political Consultative Conference went to Shanghai and Heilongjiang in May and September, 2016 to carry out special research on "Promoting the Accelerated Development of Sports Industry".

The research team believes that since the issuance of the Opinions, the sports industry has shown a good situation of vigorous development, and its overall strength, industrial coverage and social participation have all reached a new level, playing an increasingly important role in economic and social development. But there are also low-end sports products and business models, and the industrial structure is unreasonable; There are "glass doors" and "spring doors" in the field of sports industry, and relevant policies and measures have not taken root; The management reform of stadiums and gymnasiums lags behind, and the function of serving the development of sports industry is not strong; The proportion of people who regularly take the initiative to participate in sports fitness consumption is low, and the stamina for promoting the development of sports industry is insufficient.

11 "Investigation Report on Attaching Importance to the Construction and Development of High-level Medical Colleges"

From September to October, 2016, Chinese People’s Political Consultative Conference Education, Science, Culture, Health and Sports Committee organized some members of Chinese People’s Political Consultative Conference to conduct research on the construction and development of high-level medical colleges and universities in Beijing, Jilin and Guangdong. The research team inspected some high-level medical colleges and their affiliated hospitals directly under the central ministries and commissions, and held a forum to discuss and exchange with relevant local departments, teachers and students, experts and scholars.

The research team believes that in recent years, medical colleges, especially some high-level medical colleges, have been affected by multiple factors, and there are some problems in their development, such as the unsatisfactory medical teaching management system in comprehensive universities, the weakening of teachers in basic medical colleges, the insufficient quota allocation for medical students in provincial universities, the incomplete construction of standardized training system for residents, the insufficient number of bases, and uneven training quality.

The research team believes that the task of compiling the power list of local governments has been basically completed, and the operation effect has initially appeared. However, it faces some problems, such as the lag of laws and regulations, the lack of "streamline administration, delegate power, strengthen regulation and improve services", the lack of power transfer, and the difficulty in connecting with the functions and powers of the central vertical management department. The research team suggested: sum up experience in time, strengthen research, speed up the compilation of the State Council’s departmental power list, revision of laws and regulations, policy support and standardization of the list, follow up the supervision of the list, and continue to deepen the reform of the administrative system with the power list as the starting point.

13 "Investigation Report on Focusing on Solving Outstanding Problems in the Process of Promoting the Reform of the Judicial System"

2016 is a crucial year for the comprehensive promotion of the pilot reform of the judicial system. 14. Investigation on Deepening the Reform of Medical and Health System

From January to April, 2016, the research group of Chinese People’s Political Consultative Conference Social and Legal Committee and Education, Culture, Sports and Health Committee went to Fujian, Anhui, Jiangsu, Chongqing, Hubei, Ningxia, Beijing and Zhejiang to carry out special research on "deepening the reform of medical and health system".

The research team believes that great achievements have been made in the reform of the medical and health system, but it is mainly limited to local links and regions; The quality and ability of medical and health services are still far from the goal of equalization of public health services and meeting the basic needs of the people.

17. Investigation on Strengthening the Construction and Management of Nature Reserves

19 "Investigation Report on the Employment of Taiwan Province Students Studying in the Mainland"

The research team believes that at present, there are still some problems in mainland Taiwanese students’ study, such as insufficient quality and quantity of students, unsatisfactory effect of national education, inconvenient medical insurance reimbursement, insufficient support for college funds, and some college degrees not being recognized by Taiwan. In terms of employment, there are still some problems such as inadequate policy support and implementation, many hidden thresholds, complicated entry procedures, insufficient competitiveness of Taiwanese students and imperfect employment services.

The research team suggested that the employment of Taiwanese students in mainland China should be put on the agenda of party committees and governments at all levels, especially in key provinces, and the Taiwan Affairs Office, the Ministry of Education and Ministry of Human Resources and Social Security should take the lead in formulating and implementing relevant policies, pay equal attention to teaching and educating people in school, strive to improve the success rate, implement the treatment of residents and provide special services in employment, and promote their "identity" and "integration" on the basis of helping Taiwanese students achieve success and use.

20. Investigation Report on Giving Play to the Role of Overseas Chinese in Implementing the "Belt and Road" Strategy

The research team believes that since 2015, all localities and departments have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council, actively and orderly promoted international capacity cooperation, and made a good and fruitful start. According to the "Guiding Opinions", the three provinces respectively found out supporting implementation documents and made great efforts in implementation.

On the basis of putting forward the problems that need to be paid attention to in promoting international capacity cooperation, the research team suggested deepening international capacity cooperation in strengthening two-way strategic docking, relying on overseas industrial parks to realize the cluster development of superior equipment and high-quality capacity, strengthening the service guarantee of international capacity cooperation, taking various measures to broaden the financing channels of international capacity cooperation, and establishing and improving the risk prevention and control system of international capacity cooperation.

22. Investigation Report on the Development of cross-border electronic commerce

In September, 2016, the inspection team of Chinese People’s Political Consultative Conference Foreign Affairs Committee went to Shenzhen, Guangzhou, Zhejiang, Ningbo and Hangzhou to inspect the development of cross-border electronic commerce. The investigation team listened to the introduction of relevant departments in the State Council, exchanged views with the heads of relevant departments of Guangdong and Zhejiang governments, enterprise managers, experts and scholars, and made field visits to some cross-border e-commerce parks, e-commerce enterprises and customs supervision sites in the two provinces.

The investigation team suggested that cross-border electronic commerce should be cultivated and promoted as a strategic emerging business format, promote the better integration of cross-border e-commerce with China manufacturing and China, optimize the overseas warehouse layout of cross-border e-commerce with the guidance of integration into the overseas circulation system, organically integrate efficient service and effective supervision into the whole process and all aspects of guiding the healthy development of cross-border e-commerce, and gradually improve the cross-border e-commerce policy and legal guarantee system on the basis of summing up experience and deepening research.

23. Investigation Report on Strengthening International Communication Capacity Building

In late May and mid-July, 2016, the Foreign Affairs Committee of Chinese People’s Political Consultative Conference formed a research group, which went to Yunnan, Fujian and Xinjiang successively to carry out special research on "strengthening international communication capacity building". Before leaving, I listened to the introduction of the Central Propaganda Department and relevant departments in the State Council, and had a discussion with some experts, scholars and journalists from central news organizations and universities. The research team has extensive exchanges with people from relevant departments of the party and government, media, enterprises and schools in the three provinces and regions, and put forward opinions and suggestions on the basis of careful analysis and research.

The research team believes that since the 18th National Congress of the Communist Party of China, positive progress has been made in international communication capacity building. However, there are still some problems to be paid attention to in the construction of China’s international communication ability, such as the coordination of work to be strengthened, the imperfect supporting measures for project implementation, the uneven level of external communication and the urgent need to strengthen the construction of international communication team.

The research team suggested that the construction of international communication capacity should be planned and promoted as a systematic project; Tell the story of China well in identifying and docking the needs of the world; Give full play to the advantages and functions of the integrated and developed media in international communication; Provide talent guarantee for promoting the development of international communication.

24. Investigation Report on the Protection and Utilization of the Cultural Heritage of the Silk Road

In September, 2016, the research team of Chinese People’s Political Consultative Conference Literature, History and Learning Committee went to Shaanxi and Gansu provinces to conduct a special investigation on the protection and utilization of cultural heritage in the construction of the Silk Road Economic Belt.

The research team believes that in recent years, the areas along the Silk Road have attached great importance to the protection and utilization of cultural heritage, and have done a lot of work in implementing laws and regulations, reforming management systems, and enriching display and utilization methods. However, there are also some problems in related work, such as lack of top-level design, contradiction with economic and social development, low level of exhibition and utilization, and weak strategic ability to serve the country.

The research team suggested that a special plan for the protection and utilization of cultural heritage in the Silk Road Economic Belt should be prepared as soon as possible; Establish a cultural heritage protection pilot zone; Strengthen archaeological and research work; Attach importance to the improvement of people’s livelihood; Strengthen scientific and technological research; Vigorously promote digital construction; Start the extension project as soon as possible; Make the Silk Road (Dunhuang) International Cultural Expo an international platform for openness, cooperation and exchange.

25. Inspection Report on the Development and Management of Special Education

In September and November, 2015, Commissioner Chinese People’s Political Consultative Conference’s inspection delegation went to Inner Mongolia Autonomous Region and Chongqing City respectively, with the topic of "Development and Management of Special Education" and around the implementation of the Special Education Promotion Plan (2014-2016), conducted supervisory inspections, and in 2016, formed an inspection report and submitted it to the the State Council of the CPC Central Committee.

The inspection team believes that special education is the basic way to promote the all-round development of disabled people and help them better integrate into society. The CPC Central Committee and the State Council attached great importance to the cause of special education, made overall planning and systematic promotion, and achieved remarkable results. However, there are still some problems in special education, such as unbalanced development, imperfect system, insufficient total investment and weak teaching staff.

The inspection team suggested: strengthen the overall planning for the development of special education; Act according to the characteristics and laws of special education; Strengthen the financial guarantee of special education; Establish a network information management and monitoring and evaluation system; Extend special education to pre-school and high school; Strengthen the construction of special education teachers; Form an overall synergy for the development of special education.

26. Inspection Report on the Quality Improvement of Chinese Time-honored Brands

In September, 2016, the inspection team of Commissioner Chinese People’s Political Consultative Conference visited Hunan and Zhejiang on the "Quality Improvement of Chinese Time-honored Brands".

The inspection team believes that "China Time-honored Brand" enterprises are the concentrated representatives of excellent national brands and traditional business culture, and have non-renewable economic, social and cultural values. Since the launch of the "Revitalizing Time-honored Brand Project" in 2006, the brand quality has achieved positive results, but the development has been divided. To some extent, there are difficulties and problems such as lagging innovation consciousness, rigid enterprise mechanism, frequent infringement cases, lack of successors, and insufficient support and protection.  

The inspection team suggested that from the strategic height of promoting supply-side structural reform, we should strengthen legal protection, improve comprehensive policy support, promote the innovation and development of time-honored enterprises, help them cultivate talents, and effectively create a good atmosphere conducive to the development of time-honored enterprises.

27. Inspection Report on the Construction and Operation of Barrier-free Environment

In October and November, 2016, the inspection delegation of Commissioner Chinese People’s Political Consultative Conference went to Jiangsu Province and Hainan Province to conduct a supervisory inspection on the "Operation of Barrier-free Environment Construction", focusing on the implementation of the Regulations on Barrier-free Environment Construction (hereinafter referred to as the Regulations).

The inspection team believed that the CPC Central Committee and the State Council attached great importance to the barrier-free environment construction, made overall plans to promote it and carried it out steadily, with remarkable results. However, there are still some problems, such as the lack of understanding, the implementation of requirements, the lag of barrier-free environment transformation and the lack of "soft environment" construction.

The inspection team suggested: create a good atmosphere for barrier-free environment construction; Improve the long-term working mechanism; Fill in the short board; Strengthen supervision and inspection.
